University Degree in Economics. Extraordinary Career Award 1973 PhD cum Laude in Economics, Universidad Complutense, Madrid.

Member of the High Level Civil Servant Group of Economists (Técnico Comercial y Economista del Estado), through specific competitive examination. Ministry of Economy; Senior Management Business Programme (PADE), IESE Business School, IESE. Barcelona; and Fellow of Eisenhower Fellowship, EEF, Philadelphia, USA.

Work Experience

He developped his profesional carrier in Public Administration and in different private companies.

In Public Sector, he served in different positions: Former Spanish Ambassador to the OECD and Member of the OECD Board; Chair of the OECD Development Centre; Director General for European Community Technical Coordination, Ministry of Foreign Affairs; Deputy Director of International Relations at the R&D Secretary of State, Ministry of Economy; Commercial Counsellor at the Spanish Embassy in Belgrade, capital of the former Yugoslavia.

In Private companies, he was Secretary General of France Telecom España, S.A; Director General of Retevisión-Auna Foundation; Chair and CEO of Alimentos Aceites S.A. and COOSUR S.A. and Chair of ELOSUA S.A.

He was Member of the Board in different companies: BANCO EXTERIOR DE ESPAÑA S.A.; ALDEASA; ATEINSA; ALIMENTOS Y ACEITES S.A.; COOSUR S.A.; ELOSUA S.A.; KOIPE S.A.; GIURLANI Inc.; SONOBLOCK S.A.; AIA S.A.; ONION INTERACTIVA S.A.; FRANCE TELECOM ESPAÑA S.A.; FRANCE TELECOM CATALUNYA SAU; y EXPASA S.A.

He was also, Member of the Board in different International Organizations: OECD; CERN (Centre Européen pour la Recherche Nucléaire) and member of its Audit Committee; ESO (European Southern Obsevatory); INL (Laboratorio Ibérico Internacional de Nanotecnología); y F4E/ITER. He was also Member of the Board of EOI Bussiness School; Member of an ITC Working Group at the MIT, Cambridge, USA; at the IESE-Price Waterhouse e-Business Center; Member of the Spanish section of Club de Roma. He was Professor on International Economics in the Universidad Complutense, Madrid; on the Master´degree in Telecommunications at Universidad Carlos III, Madrid; on the Master´degree in Communication at San Pablo CEU University; and he was speaker or participant in round tables in different Universities: Universidad Autónoma Madrid, UIMP, George Washington University, University of Tennesse, Univerity of Belgrade, Universidad de Costa Rica, ICEX-CECO,….

Author of a book on The Digital Divide, and of many articles on The Digital Economy, the Information society and other economic issues.
